The economics behind Wu's optimism are straightforward. Downtown lunch spots, coffee shops, dry cleaners, gyms, and after-work bars depend on the daily rhythm of commuting workers, and those businesses have struggled wherever foot traffic thinned. A single employer bringing thousands of people back to a concentrated area five days a week represents a meaningful injection of daytime population, with ripple effects through the local service economy and the municipal tax base that depends on it.

There is a tension embedded in this civic celebration, however. The same commuting burden that workers cite as a grievance is precisely the economic activity that city leaders are cheering.
