Energy Secretary Chris Wright signed his third grid emergency order in a month over the weekend, authorizing the Southwest Power Pool to lean on backup generation across 17 states stretching from North Dakota to Louisiana as punishing heat drives electricity demand toward records across the central United States.

Issued at the request of the grid operator and effective July 26, the order runs through 11:59 p.m. Central time on August 3, according to the Department of Energy. It permits the Southwest Power Pool, known as SPP, to dispatch specified generating units beyond normal constraints and to direct backup generation resources during a Level 3 energy emergency alert, or as a final step before declaring one. Level 3 is the stage at which rolling blackouts become a live option.

Roughly 20 million people live in the affected footprint, which covers Arizona, Arkansas, Colorado, Iowa, Kansas, Louisiana, Minnesota, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah and Wyoming, local broadcaster WKYC reported.

Section 202(c) Turns Into a Summer Staple

Federal law gives the energy secretary sweeping authority under Section 202(c) of the Federal Power Act to order emergency measures during an electric reliability crisis, and the Trump administration has reached for it repeatedly this summer. Wright issued an earlier order on July 20 allowing SPP to run certain resources past normal limits, and in early July the department granted PJM Interconnection, the largest US grid operator, twin orders permitting it to curtail data centers and waive power plant pollution limits.

Those PJM measures arrived as demand across the eastern grid approached an all-time record. PJM, which serves 65 million customers across 13 states and Washington DC, forecast load near 166,000 megawatts in the first days of July, above the previous peak of 165,563 megawatts that had stood since 2006, according to US News. During that stretch, ABC News reported, some 160 million people across 30 states sat under extreme temperature alerts, with heat indexes forecast as high as 113 degrees in Washington. President Trump declared a national energy emergency on the first day of his second term, and the department has framed the summer's orders as an extension of that posture.

Pressure Points Inside the Southwest Power Pool

Stress in SPP territory has been building for more than a week. On July 20 the operator warned it might have to order rotating outages after several power plants unexpectedly tripped offline, leaving reserve margins razor thin during the heat wave, US News reported. SPP posted resource advisories on July 18 and July 24, with the latest running until 7 p.m. on Thursday, July 30, according to Nebraska station 1011 News.

Utilities inside the footprint have projected calm. Omaha Public Power District, one of the Nebraska members covered by the order alongside Lincoln Electric System and Nebraska Public Power District, said its generation fleet is "meeting our customer energy demands" despite the extreme temperatures. No mandatory conservation orders or service interruptions were in place as of Monday, 1011 News reported, though officials across the region have urged households to hold thermostats near 78 degrees and defer nonessential electricity use during evening peaks.

SPP operates about 65,639 megawatts of generating capacity across its members, and the December 2022 cold snap that produced its last Level 1 alert pushed usage past 47,000 megawatts. Summer air-conditioning load in a 17-state heat event presents a tougher problem, because high overnight temperatures prevent the system from recovering between daily peaks.

Strain has not been confined to SPP and PJM territory. During the early-July emergency, ABC News reported that MISO, the operator covering 15 Midwestern and Southern states, and ISO-New England, which serves the six New England states, were watching demand climb toward multi-year highs of their own. That breadth is what distinguishes this summer: successive heat events have hit multiple regional grids at once, narrowing the scope for neighboring systems to export surplus power to whichever operator is under the most pressure.

Backup Fleet Math and the Cost Argument

Behind the orders sits a department estimate that more than 35 gigawatts of backup generation nationwide ordinarily sits unused, capacity Wright wants available to grid operators before emergencies escalate. He cast the move as tapping "an abundant supply of unused backup generation" to keep power affordable and reliable for American families. The department also points to an estimate that outages cost the US economy roughly $44 billion a year, an argument for treating idle standby capacity as a reliability asset rather than a last resort.

Most of that standby fleet consists of diesel and gas units attached to hospitals, industrial sites and, increasingly, data centers. Ordering large customers onto their own generators, as the PJM directives did for facilities with at least 50 megawatts of load, effectively converts private backup capacity into a public reserve during scarcity hours.

Costs and Tradeoffs Critics Flag

Emergency dispatch under Section 202(c) can override environmental permits, and the early-July PJM orders explicitly waived pollution limits for selected plants. Running peakers and backup diesel hard through a multi-week heat event raises local air quality concerns precisely when heat already stresses vulnerable residents. Energy analysts also note a structural question: authority designed for rare crises has now been invoked three times in a single month, suggesting the underlying supply-demand balance, not the weather alone, is the real problem.

Demand growth explains much of the squeeze. Data center construction, electrification and population shifts have pushed consumption to levels grid planners did not expect this soon, while generator retirements have thinned reserve margins. Ramanan Krishnamoorti of the University of Houston told ABC News during the early-July emergency that the system was "stretched to the limit", an assessment the past week in SPP territory has done nothing to soften.

With the current order running through August 3 and forecasts keeping triple-digit temperatures over much of the Plains, the immediate test is whether backup dispatch and voluntary conservation can carry the central grid emergency through the hottest stretch of the summer without rotating outages. Each additional 202(c) invocation makes the larger question harder to defer: how much emergency power a system should need just to get through an ordinary American July.
