Combined storage in Lake Mead and Lake Powell fell to about 12.68 million acre-feet on July 12, the smallest volume the two reservoirs have held since May 1957, when Glen Canyon Dam was still under construction and Lake Powell did not yet exist, according to figures reported by Newsweek. Every day since has brought a fresh record, and researchers expect the two anchors of the Colorado River system to keep setting new combined lows until snowmelt returns next spring, CNN reported.
Individually, both reservoirs are scraping historic bottoms. Lake Powell stood at 3,523.43 feet above sea level on July 19, about 23 percent of capacity, while Lake Mead measured 1,041.81 feet, roughly 27 percent full, per Newsweek. Bureau of Reclamation projections put Mead near 1,037 feet and Powell near 3,508 feet by the end of December, which would carry Mead below its all-time low of about 1,040 feet recorded in July 2022 and push Powell past the trough of roughly 3,520 feet it touched in 2023. Storage across the entire Colorado River system has slipped to 33 percent of capacity, down from 39 percent a year earlier, and the two big reservoirs have been losing about 16,000 acre-feet a day since March.
Inflows Collapse After a Failed Snow Season
Behind the drawdown sits a winter that never delivered. Precipitation across the Upper Basin ran 78 percent of normal in the 2026 water year, inflows to Lake Powell reached just 36 percent of average, and the April through July snowmelt runoff came in at 17 percent of normal, according to Newsweek. Reclamation officials said Powell received one of the lowest inflow forecasts on record, with minimum probable inflow projected at 2.78 million acre-feet, or 29 percent of the historical average.
Paul Miller of NOAA noted that snowpack supplies "85 to 95 percent" of the river's water, which is why summer rain cannot rescue the system. Jack Schmidt, a Utah State University researcher who has tracked the basin for decades, told Newsweek: "We are truly in uncharted territory." By his center's math and Miller's, refilling the reservoirs would require five to six years of average inflow with essentially zero consumption, a scenario no one in the basin considers plausible.
Hydropower Countdown at Glen Canyon
Powell's decline carries a hard physical deadline. At 3,490 feet, the reservoir hits minimum power pool, the elevation below which Glen Canyon Dam can no longer spin its turbines, according to Bureau of Reclamation officials cited by ABC News. That threshold now sits about 33 feet below the current surface, and CNN reported the reservoir could reach it by spring 2027 if inflows stay depressed. No modern operator of the dam has ever run it that close to the edge of generation.
Losing Glen Canyon generation would ripple through power markets across the Southwest, forcing utilities that depend on its low-cost hydropower to buy replacement supply at market rates. It would also strip the river's managers of one of their main operational levers at precisely the moment demand management matters most. Roughly 40 million people across seven states, dozens of tribal nations and Mexico rely on the Colorado River for water, and millions more on its dams for electricity.
Seven States, Another Blown Deadline

Policy has not kept pace with the hydrology. The 2007 interim guidelines that govern how water is divided and released from Mead and Powell expire after 2026, and the seven basin states have now missed a federal deadline for a replacement framework for the second time, E&E News reported. Interior Secretary Doug Burgum convened the governors of all seven states for a virtual meeting on July 21, and federal officials said new operating rules would be announced within days, according to Colorado Public Radio.
Positions remain far apart. California, Arizona and Nevada, the Lower Basin states, have offered cuts of about 1.6 million acre-feet a year for two years, roughly 500 billion gallons annually, CBS News reported. Upper Basin negotiators for Colorado, Wyoming, Utah and New Mexico counter that their states already absorb shortfalls through dry years and cannot fund comparable reductions. CBS News reported the administration stands ready to impose cuts nearly double the Lower Basin offer if the states cannot close the gap, a step that would almost certainly draw litigation before the rules are finalized in September.
Kelly Shannon McNeill, managing director of LA Waterkeeper, told CBS News the standoff is ultimately "about political will" rather than engineering. Farmers, who use the majority of the river's water, would bear much of any mandated reduction, while cities would face higher costs and tighter outdoor watering limits.
Whatever Interior announces, the legal architecture beneath it is fragile. Basin states have litigated over the river for a century, and attorneys on both sides have spent months positioning for a challenge to any federally imposed allocation. Rules finalized under threat of lawsuits from multiple states would begin their life in courtrooms even as reservoir elevations continue to fall, an overlap of legal and hydrological clocks the basin has never managed before.
Monsoon Clouds, Minimal Relief
Forecasters do expect help from the sky, just not the kind that refills reservoirs. Seasonal outlooks give 40 to 50 percent odds of above-average precipitation across Nevada, Utah, western Arizona and Southern California from August through October, Newsweek reported. Monsoon storms can green up rangeland and trim municipal demand, but they contribute little to reservoir storage on a river fed overwhelmingly by mountain snow.
Some forecasters hold out hope that a developing El Nino pattern could steer wetter storms into the basin over the coming winter, Fox Weather reported, though similar hopes have disappointed repeatedly across the past decade of drought. Even a strong snow year would only slow the arithmetic, not reverse it, given how far storage has fallen.
That leaves the basin waiting on two uncertainties at once: a winter snowpack that has failed in most recent years, and a federal rulemaking that will land within days and define who absorbs the Colorado River's shrinking supply. On current trajectories, the reservoirs will keep falling through both.
